Fred was the only child of Samuel (Sam) Edwards Moore (born 1899 in Perth, Western Australia) and Ivy Valetta Gibson (born 1898 in Geraldton, Western Australia). Sam was living in Chelsea, Dandenong in Victoria and working as a Barman at his mother's Wine Cafe when he married Ivy - a Vaudeville Artist. Sam had moved to Victoria with his mother and in 1915 had her written permission to enlist in the AIF, putting his age up from 16 to 18 years of age. His father in Cottesloe in WA objected fiercely and Sam was immediately Discharged. Sam and Ivy lived in Chelsea, Victoria where Sam worked as a Labourer and Barman, before relocating to Western Australia in 1925. Sam worked as a Market Gardener in Fremantle and a Wharf Labourer and Truck Driver in Geraldton and Perth, WA whilst Ivy remained in Perth and managed a Wine Saloon. Sam took his family back to Victoria in 1934 and in 1935 divorced Ivy (who remained in a Women's Refuge in Melbourne until her death in 1974). Sam remarried in 1936 and Fred lived with his father and step mother in Chelsea until he enlisted in the RAAF in 1943.
Fred was a Leading Aircraftman (Service No:143032) in the RAAF, attached to Station HQ Laverton when he was Discharged in September 1947. Fred returned to live with his father and stepmother at Chelsea in Victoria and worked as a Textile Mechanic.
In 1949 Fred married Margaret Anne McGann (born 1930 in Hobart, Tasmania) at St John's in Newtown Tasmania. Fred and Margaret settled at Emu Bay in Tasmania and raised their family. Fred worked as a Mechanic and Company Director. Following Margaret's death in 1976, Fred moved to the Mornington Peninsular in Victoria and in 1979 married widow Evelynn Ann Martin (nee Denvil, born 1937 in Melbourne, Victoria). Fred and Evelynn lived at Mount Martha on the Mornington Peninsular, where Fred died in 1991 and Evelynn in 1995.
