Ray was the eldest of three children of Campbell Wycliffe Moysey (born 1892 at Cheltenham, Victoria) and Doris Rosa Edwards (born 1899 in Clifton Hill, Victoria). Campbell had worked as a Clerk in Surrey Hills before becoming a Poultry Farmer. Campbell married Doris in Melbourne in 1924 and they lived in Surrey Hills where Campbell worked as a Poultry Farmer. In 1931 the family moved to Clifton Hill where Campbell was a Driver and moved again to Alphington where Campbell was a Bread Carter.

Ray was a Clerk in 1943 when he enlisted in the Army (Service No:VX93504). He was a Sergeant attached to the Military History Section when he was Discharged in March 1947.

Returning to Melbourne, Ray was a Clerk when he married June Edith Hill (born 1928 in Melbourne, Victoria) in 1949. Ray and June settled in Melbourne, where Ray worked as an Accountant until his death in 1993. June died in 1997.
