Reg was the eldest of eight children of Charles Thomas Samuel Simmonds (born 1879 in Melbourne, Victoria) and Ellen (Nell) Mary Buckley (born 1882 in Deloraine, Tasmania). Charles was a House Painter and Decorator in 1903 in Devonport Tasmania when he married Nell. They lived in Burnie and Launceston, Tasmania before moving to Melbourne, Victoria in 1924 where Charles was a House Painter and Decorator.

Reg was a Labourer in Melbourne, Victoria in 1929 when he married Elsie Clare Hanley (born 1912 in Mildura, Victoria). Reg and Elsie lived in Melbourne, Victoria where Reg worked as a Labourer. Elsie died in 1940.

Reg enlisted in the Australian Army in April 1940. He was a Sapper (Service No:VX13106) attached to 2 Railway Unit when he was Discharged in April 1941. Brothers John Vernon (Private, Service No:VX91818), Geoffry William (Private, Service No:VX23223), Raymond William Joseph (Private, Service No:V270684) and George Joseph (Private, Service Nos:V175143/VX135414) also served in WWII.

In 1942 Reg was working as a Storeman in Melbourne, Victoria when he married Mary May Gannaway (nee Duncan, born 1890 in Melbourne, Victoria). Reg and Mary lived in Melbourne, Victoria where Reg worked as a Storeman. Mary died in 1970 and Reg in 1977.
