Billy was the eldest of six children of William McElligott Snr (born 1892 in Bex Hill, NSW) and Elsie Ruff (born 1903 in Northamptonshire, England). Elsie arrived in Brisbane, QLD in 1912 on board the Paparoa. William Snr was a Coal Miner in Bluff, QLD when he enlisted in the AIF in 1916 - he served as a Sapper (Service No:5086) with the 15th Infantry Battalion and 1st Tunnelling Coy until his Discharge in 1919. William was working as a Miner at Duarango, Bluff in QLD when he married Elsie in 1920.
Billy was a Miner when he enlisted in the Australian Army in Lismore, NSW in January 1942. He served as a Sapper (Service No:NX81396) and was Discharged in March 1945. While Billy's Attestation Papers give his birtdate as 13 December 1920, Cemetery Records give his birthdate as 13 January 1923. Brothers-in-Law William Ivor Ritchie (Sapper, Service No:Q106874), and Benjamin John Hewlett (Private, Service No:13600) also served in WWII.
In 1949 Billy was in Howard, Wide Bay, Qld and working as a Miner. In 1951 he married Myrl Esme Margaret Hewlett (born 1930 in Howard, Wide Bay, QLD). Billy and Myrl remained in Howard, Wide Bay, QLD where Billy worked as a Miner. Following Myrl's death 1970, Billy retired to Bowen, QLD where he died in 2012.
