Jim was the fourth of six children of Henry John William Taylor (born 1865 at Grenville in the Golden Plains Shire in Victoria) and Augustine Victoria Tagliabue (born 1877 in Creswick, Victoria). Henry was a Grazier when he married Augustine at Learmonth in Victoria in 1904. They settled in Geelong, Victoria to raise their family and by the 1930's Henry was a Licensed Victuallar at the Albion Hotel in Geelong.

Jim worked as an Engineer and Draftsman in Geelong, and was in Melbourne, Victoria in June 1940 when he enlisted in the Australian Army. Jim served in the Middle East from 16 November 1940 to 9 October 1942, and was with 2/8 Field Coy RAE and 2/23 Infantry Battalion. He progressed through the ranks and was a Lieutenant attached to MGO Branch Design Div when he was Discharged in December 1945. Jim was WiA in July 1942 (GSW to the Loin), and in January 1943 was awarded a Commendation Certificate for Gallantry in Action.

In June 1944 whilst home on leave, Jim married Monica Frances Hayes (born 1922 in Orange, NSW) and following Jim's Discharge they settled at Chiswell and in Leopold in Corio, Geelong, Victoria where Jim was a Draftsman and Engineer. Jim died in 2001 and Monica in 2010.
