Bill was the eldest of two sons of William (Snr)Albert Tomlinson (born 1886 in Melbourne, Victoria) and Myrtle (Marion) Maria Williams (born 1886 in Melbourne, Victoria). William Snr was a Cork Cutter in Melbourne, Victoria when he married Marion, and he served in the AIF from 1917 to 1919 as a Private (Service No:6957) with 23rd Infantry Battalion. William worked as a Driver and a Railway Employee after WWI, and he and Marion raised their sons in Melbourne.

Bill was a Labourer in Melbourne, Victoria when he married Gwendoline Eva May Curran (born 1911 at Traralgon in Gippsland, Victoria) in Melbourne in 1935. Bill enlisted in the Army in July 1940 and was a Sapper (Service No:VX35448) attached to 2/16 Field Coy RAE when he was Discharged in October 1942. Brother Frank Edward James Tomlinson (Corporal, Service No:VX20539) also served in WWII.

Bill and Marion remained in Melbourne, Victoria following his Discharge, and Bill worked as a Welder until his Death in 1961. Gwendoline died in 1991,
