Percy was the fifth of nine children of Ernest John Bickford (born 1861 in Melbourne, Victoria) and his second wife Mary Dixon (born 1869 in Melbourne, Victoria). Ernest - a Botanist, Author and Furniture Manufacturer/Exporter - married Mary in 1895 in Melbourne, Victoria. They moved to Perth, WA where they resided until 1906, when they moved to Sydney, NSW.

Percy was working as an Accountant and Paymaster in Sydney when he enlisted in the Australian Army in 1939 as a Private with AAOC. He then enlisted in the AIF in 1940, and served (Service No:NX19671) with Specialist Group III and 2/2 Ordnance Stores Coy. He was a WOI when he was Discharged in August 1945. Father Ernest John Bickford (Private; Service No:22221), Brothers Howell Nicholas (Private; Service No:3752), Richard Watson (Private; Service No:11909), Leslie Wills (Private; Service No:95190) and Brother-in-Law John Benjamin Oswald Hosking (T/Corporal; Service No:19644) served in WWI. Brothers Richard Watson (Staff Sergeant; Service Nos:NX422731/N74699) and John Frederick (WO; Service No:23049) served in WWII.

In 1927, Percy married Daisy Ena Evangeline Lawton (born 1905 in Gunning, NSW) at Boorowra in NSW. They lived in Sydney where Percy was an Accountant until moving to Rye Park in Boorowra, NSW in the early 1950s. Percy was a Grazier at Boorowra, and died in 1970. Daisy died in 1981.
