Colin was the eldest of two children of Mervyn Beaconsfield Cooper (born 1890 in Fremantle, WA) and Doris Mary Osborn (born 1900 in Northam, WA). Mervyn had worked as a Shipwright prior to enlisting in WWI and was a Labourer in 1920 when he married Doris.

Colin, a Despatch Clerk, enlisted in the RAAF in June 1942 as a Leading Aircraftman (Service No:427297). He served with 158 Squadron and Air Sea Rescue Leconsfiled, and was a Flying Officer attached to 43 Base when he was Discharged in January 1945. Colin's father Mervyn (Sapper; Service No:20481) served in WWI.

Colin was working as a Salesman when he married Margaret (Peggy) Patience Ellis (born 1923 in Perth, WA) in 1947 in Perth. Colin and Peggy settled in Perth, where Colin worked as a Salesman. He died in 1987 and Peggy in 2004.
