Arthur was the eldest of four children of Ernest Edgar Richard Cole (born 1886 in Fremantle, WA) and Henrietta Cook (born 1889 in Coburg, Victoria). Ernest - a Driver - and Henrietta married in Perth, WA in 1910. They raised their family in Perth, where Ernest was a Grocer.

Arthur worked as a Labourer and Farm Hand before enlisting in the ACMF in September 1941. He served as a Private (Service No:W22951) with 3 Field Regiment, 2 Australian Field Squadron RAE and 18 Australian Army Ordnance Depot. Arthur served in New Britain (Jacquinot Bay) from 10 March 1945 to 23 December 1945 and was Discharged in January 1946. Brothers-in-Law Allan Arthur McIver-Ball (Private; Service No:WX2325) and Leonard Walter Taylor (Leading Aircraftman; Service No:455022) also served in WWII.

In 1941 Arthur married Lillian Ethel Lewis (born 1908 in Perth, WA). Lillian worked as a Shop Assistant. Arthur and Lillian settled at Maylands in Perth, where Arthur was a Labourer. Arthur died in June 1994 and Ethel in August the same year.
