Joseph was the eighth of twelve children of Samuel Coops (born 1853 in Cheshire, England) and Annie Burke (born 1860 in Wigan, Lancashire). Samuel, a Silk Piecer,  and Annie married in Cheshire in 1884 and emigrated with their two children to Maryborough in QLD in 1886. 

Joseph was a Painter in Maryborough, QLD when he enlisted in Bundaberg, QLD the AIF in November 1916 - he had been rejected earlier on the basis of height. Joseph had previously served five years with the Cadets. Joseph served as a Private (Service No: 3620) with 11th Depot Battalion, 9th Reinforcements 4th Pioneers and 4th Australian Divisional Training. He was a Driver when he was Discharged in 1919.

Joseph returned to Maryborough, QLD and worked as a Labourer until his death in 1946. He married Johanna Josephine Norwood (born 1901 in Maryborough, QLD) in 1921 in Maryborough, QLD. Josephine died in Brisbane, QLD in 1966
