Bob was born in 1928, the sixth of nine children of Edward (Ted) Albert Otway (b1900 in Beverley WA) and Florence Pettit (b1898 in York WA). Ted (a Farm Hand) and Florence married Beverley WA in 1922, following Ted's return from WWI (Private; Service No:52092). The family lived in Beverley, York and Northam where Ted worked as a Farm Hand, Farmer, Farm Manager, PMG Linesman and Labourer. Ted served in WWII (Private; Service Nos:WX39271/W26485) and later moved to Carnarvon WA where he worked on Babbage Island.

In September 1950 Bob enlisted in the Australian Army (Service No:52235) and served in Korea with the Royal Australian Army Medical Corps. He was a Corporal at the end of the Korean  War in August 1951, having served 338 days. Bob remained in the Army until retirement, and was based at Swanbourne Militray Camp in 1953 when he married Audrey Ronita Graetz (nee Kane; b1934 in Perth WA). Bob and Audrey separated in the 1960s and Bob settled in Bayswater, Perth WA and remained a Soldier. Audrey remarried and died in 1994. Bob died in 2012.
