Cecil was the eldest of five children of Charles Gander (b1885 in Orange, NSW) and Victoria Maude Spicer (b1885 in Lewis Ponds nr Orange NSW). Charles (a Farmer) and Victoria married in 1907 in Orange, NSW where they settled and raised their fmaily.
Cecil had worked as a Farmer in Millthorpe before working as a PMG Linesman. He enlisted in the ACMF (Service No:N350415) in December 1941. In 1942 he married Mary Kathleen McSpadden (b1913 in Grenfell, NSW) in Bathurst NSW. Cecil and Mary settled in Millthorpe, where Cecil was a Farmer at Spring Terrace. Mary died in July 1991 and Cecil in November that year.
