Percy John Carne was born in Bendigo, Victoria to Mrs Charlotte Carne. He enlisted into the infantry on the 14th of July 1915, and embarked from Adelaide, South Australia on board the HMAT A57 Malakuta on the 27th of June 1916. Prior to enlistment he worked as a hairdresser and served in the Senior Cadets. During his war service he was wounded in the tight but recovered and served through the remainder of the war.
