Born in 1903 in Wellington nr Dubbo NSW, Wallace was the second child (and eldest son) of George Mills (b1972 in Ormigul, Dubbo, NSW) and Elizabeth Jane Hamilton (b1880 in Parkes, NSW). George (a Labourer) and Elizabeth married in 1901 in Wellington where they settled until moving to Acacia Creek in Old Bonalbo around 1917 where George was a Dairy Farmer. He and Elizabeth retired to Brisbane QLD in the mid 1950s.

Wallace worked as a Labourer at Upper Duck Creek in Old Bonalbo NSW, and in 1932 married Elspeth Evelina Hendry (b1909 in Killarney QLD. Wallace and Elspeth married in Brisbane and settled in Upper Duck Creek. In 1940 Wallace (a Truck Driver) enlisted in the Australian Army (Private; Service No:NX45320). He served in the Middle East with 2/2 Field Coy and HQ Guard Battalion and was a Corporal attached to HQ Guard Battalion when he was Discharged in January 1946.

By 1949 Wallace and Elspeth had settled in Warwick, QLD where Wallace was a Farmer before retiring to Margate, Brisbane QLD in 1969. Wallace died in 1971.
