James was the eldest of five children of William Haldane (b1893 in Charters Towers, QLD) and Charlotte Esther Hilliard (b1899 in Broome, WA). William (a Shell Opener) and Charlotte married in 1921 in Broome WA where they settled and raised their family. William served in the AIF (Private; Service No:155) in WWI and worked in Broome as a Shell Opener and Labourer. Following Charlotte's death in 1936, the children were fostered by Myra Dyson.

James worked in the 1930s in Broome WA for the Post Office as a Telegram Boy, and in 1938 worked for Yampi Sound Mining on Koolan Island as a Radio Operator. In 1939 James married Dorothy Freeman-Smith (b1914 in Fremantle, WA) in Claremont WA and  rejoined the Post Office as a Telegraphist.

In January 1941 James enlisted in the RAN (Telegraphist; Service No:F/V23) and was attached to HMAS Leeuwin when he was Discharged in December 1945. Brother Bobby (Private; Service No:WX8433) and Foster Brother Archie Dyson (Private; Service No:WX7559) both served with 2/4th Machine Gun Battalion.

In May 1943 James and Dorothy Divorced and James remarried - Vera May Tunbridge (b1922 in Perth, WA) that year - Vera served with the RAAF in WWII (Aircraftwoman; Service No:94535). The couple settled in Dardanup and Dwellingup, WA where James was a Forestry Officer before moving to Perth in the late 1950s. James worked as a Communications Officer until his death in 1988. Vera died in 2005.
