Charlot was the second of three children of Frederic Albert Bouvier (b1890 in Ceres near Geelong, Victoria) and May Shelton Spittle (b1895 in Strathsfieldaye, Victoria). Frederic - a Medical Practitioner, and May married in 1923 in Geelong, Victoria. They moved to Melbourne briefly then settled in Dimboola and raised their family there. Frederic served in WWI as a Captain with the Australian Army Medical Corps.

Charlot was a student in 1945 when he enlsted in the RAN (Service No:PM8356). He was a Stores Assistant attached to HMAS Lonsdale when he was Discharged in April 1946).

In 1953 Charlot was a Clerk in Melbourne, Victoria when he married Margaret Ena Constance Cousley (b. abt 1930). They later Divorced and Charlot died in 2002.
