Son of William John Oehm and Annie Mary Elizabeth Oehm nee Weinert of Kaniva, Victoria.

Completed his four year saddlery apprenticeship with J.C. Leeson of Kaniva, Victoria

Commenced return to Australia on 4 July 1919 aboard HT Wiltshire disembarking on 19 August 1919

During 1922c Norman married Ethel Emily Ann Wyllie in Victoria
