Joseph was the fourth of five children of Joseph William Morgan Snr (b1865 in Monmouthshire, Wales) and Charlotte (Kitty) Conwell (b1866 in Ballarat, Victoria). Joseph Snr - a Wharf Labourer - and Kitty married in 1890 in Melbourne, Victoria and relocated to Fremantle WA in 1896. Joseph Snr was a Lumper and Seaman, and in May 1917 enlisted in the AIF - and was Discharged the same month for falsifying his birth date. Kitty was a Midwife.

Joseph enlisted in the RAN in 1913 as a Cadet Midshipman at the RAN College. He served on HMAS Australia and HMAS Cerberus and  was a Lieutenant when he was placed on the Retired List in October 1922. Brother James Harold (Lieutenant, 11th Infantry Battalion and Captain, 22nd Battalion Welsh Regiment) also served in WWI.

Joseph was teaching at Irwin, Kalgoorlie, WA in 1927 when he married Marjorie Lucia Martin (b1905 in Boulder, Kalgoorlie, WA). Joseph and Marjorie lived in the Kalgoorlie Region where Joseph taught at Sandstone and Boddallin until 1940 when he was placed on the Emergency List (RAN). Joseph served as a Lieutenant Commander on the Victor and Shropshire and was attached to HMAS Leeuwin when he was Discharged in July 1948.

Returning to WA Joseph died in early 1952 in Northam, and Marjorie relocated to Cottesloe where she died in 1980.
