Roy was the third of five children of Goulburn Smart (b1897 in Ararat, Victoria) and Myrtle Grace Blythman (b1896 in Beulah, Victoria). Goulburn - a Butcher - and Myrtle married in 1920 in Ararat, Victoria where they raised their family. Goulburn worked for Victorian Railways from the 1920's.

Roy enlisted in the RAN (Service No:PM5721) in February 1943, serving on a number of warships, including HMAS Penguin, Moreton and Cerebus. He was an Ordinary Seaman attached to HMAS Lonsdale when he was Discharged in April 1946. Roy's father Goulburn (Driver; Service No:6747) and Uncle John Tregellis Smart (Private; Service No:6353) served in WWI. Older brother Mervyn (Sergeant; RAAF Service No:401397) was KiA in WWII and many of Roy's cousins and other relatives also served in WWII.
