James Runcie was the son of Arthur Leslie Runcie who had served in the Australian Army Medical Corps in World War 1, and raised in Hurlstone Park, NSW. James was a qualified accountant and a member of the Association of Accountants of Australia, a predecessor of CPA Australia. He was employed as an accounts clerk in the office of the Commisoner of NSW Railways, and was active member and instructor of the Surf Life Saving Association, an avid tennis player and ball room dancer
James enlisted and completed 3 months of compulsory military training in the Militia in the second half of 1941, with 14th Field Ambulance, based at Greta, NSW.
In 1943, James enlisted in the RAAF and after trade testing, was recommended for a position in the head accounts office of the RAAF. The majority of James' service was with RAAF Headquarters (Directorate of Personnel Services) at Laverton, VIC.
James discharged from the RAAF in June 1946 and returned to his civilian trade.
