Norris was the youngest child of William Claude Garside (b1890) and Phoebe Lillian Armstrong (b1893 in Melbourne, Victoria). William (a Bricklayer) and Phoebe married in 1916 in Melbourne, Victoria where they settled and raised their family. William worked as a Bricklayer.

Norris was a Textile Worker in Melbourne in April 1943 when he enlisted in the Australian Army. He was a Private (Service No:VX130768) attached to 2/3 General Depot when he was Discharged in February 1946. In 1943 Norris married Phyllis Irene Campbell (b1924 in Melbourne, Victoria) in Melbourne where Phyllis was working as a Clerk.

Norris and Phyllis settled in Melbourne, where Phyllis continued working as a Clerk. Following his Discharge in 1946, Norris worked as a Bricklayer with his father before becoming a Metal Worker in the early 1950s. In the early 1970s Norris became a Storeman. Phyllis died in 1982 and Norris in 1986.
