Philip was the second of three children of Charles John Dilley (b1884 in Bedfordshire, England) and May Leggett (b1889 in London, England). Charles and May emigrated in 1912, arriving in Fremantle WA on board the Australian. The couple settled in Fremantle WA where Charles worked as a Carter and Attendant at the Mental Hospital before enlisting in WWI (Private; Service No:4725). The family lived in Claremont, Fremantle and in Perth, WA where Charles was a Greengrocer and Labourer.

Philip worked as a Plasterer in Perth WA and in 1939 married Thelma Grace Jude (b1916 in Perth WA). The couple settled in Perth, WA where Philip was a Truck Driver when he enlisted in the Australian Army in January 1942. He was a Corporal (Service No:WX18893) attached to 2/167 General Transport Coy when he was Discharged in November 1945.

Following his Discharge, Philip and Thelma settled in Perth WA where Philip worked as a Fibrous Plasterer before becoming a Manager in the early 1960s. He died in 1999 and Thelma in 2003.
