Edward Herbert was the sixth of ten children of Henry (AKA Harry) Toogood (born in 1863 in Stratford, Victoria) and Jemima Craker (born 1867 in Omeo, Gippsland, Victoria). Father Henry was a Labourer and in 1909 had a Warrant issued for his arrest in Maffra, Sale, Victoria for failure to pay support for his wife and children. Henry drowned in 1913 in Corangamite, Victoria. Jemima had been living in Broken Hill, NSW in 1912, and died in Walhalla, Victoria in 1918.

Edward was 12 years of age when he was Arrested with younger brother Walter for absconding from service as Farm Labourers with Farmer Isabel Barker at St Midas near Miner's Rest in Bairnsdale, Victoria. In 1913, Edward was living in St Kilda, Melbourne, Victoria and working as a Farm Labourer.

He put his age up by 2 years in order to enlist in the AIF in 1914, and served as a Private (Service No: 1435) with the 7th Australian Infantry Battalion 2nd Reinforcements C Coy. Edward was killed in 1915 in Belgium.

Family members had little or no contact with each other, and it was not until 1921 that Edward's oldest brother Thomas William was located
