Hugh was born in 1907 in Perth WA, the eleventh of twelve children of Alfred (Alf) Nelson (b1864 in Roxburghshire, Scotland) and Amy Kate Stoyel (b1871 in Devon, England). Alf was a Coach Body Maker in Scotland and immigrated to Brisbane, QLD in 1883. Amy immigrated in 1889, arriving in Brisbane QLD on board the Merkara. Alf (a Coach Builder) and Amy married in Brisbane QLD in 1889 and by 1892 had moved to Victoria where they lived in Melbourne and at the El Dorado Gold Mines. In 1895 Alf and Amy moved their family to Western Australia and lived in Midland Junction and Mt Magnet before settling in Leederville in Perth WA. Alf - a Carpenter - travelled to the country for work whilst his family remained in Perth. By 1910, Alf had settled in Leederville where he worked as a Wheelwright.

Hugh worked as a Labourer in Perth and in 1933 married Charlotte May Knight (b1914 in Perth, WA).
