Son of Benjamin Oakley and Maria Oakley nee Hughes of Waratah, Tasmania.
Brother of William Henry Oakley who was killed in action on 25 April 1915 while serving with the 12th Battalion and has no known grave. His name appears on Panel 35 of the Lone Pine Memorial. Brother of Henry Joseph Oakley who returned to Australia on 9 June 1919 having served with the 13th Field Company Engineers.
On 14 January 1913 James married Rose Marion Johnson of West Devonport, Tasmania in Devonport, Tasmania
Commenced return to Australia on 12 May 1919 aboard HT Soudan disembarking on 29 June 1919 at Melbourne for onward travel to Hobart
