NORMAN VAUGHAN JOSEPH DOWNEY was born on 1st February, 1892, a t Waverley, near Sydney, the son of the late Mr. L. G. Downey and Mrs. H. A. Downey. He was educated at the Christian Brothers College, Gympie, Queensland.

Joining the Bank’s service at Gympie on 21st January, 1909, he was transferred to Goondiwindi in August, 1911, and to Bundaberg in July, 1912, and was promoted to teller in March, 1915.

Norman Downey enlisted on 29th January, 1916, and was allotted to the 41st Battery, 11th Brigade of the Australian Field Artillery. He was promoted to sergeant on 26th July, 1919.
