The eldest of eight children, Bill was born in 1900 in Melbourne, Victoria to William (Bill) Henry Payne (b1872 in Ballarat, Victoria) and Harriet Lacey (b1876 in Kyneton, Victoria). Bill Snr and Harriet married in 1899 in Nyngan NSW and by 1900 had moved back to Melbourne, Victoria. In 1902 they moved to WA - initially to Karridale near Bunbury WA where Bill Snr was a Farmer and then to Quindalup where he was a Labourer. In 1912 Bill Jnr was taken out of school and went to Perenjori with his father, helping with Fencing and contract well sinking. Harriet and the other children joined them, and by 1913 Bill Snr was a Farmer at Coliban Park Farm in Perenjori WA.
In 1928 Bill was a Farmer at Perenjori WA when he married Muriel Christina Graham (b1899 in Kalgoorlie WA) - Muriel was working in Fremantle as a Clerk. The couple settled in Fremantle WA where Bill was Unemployed in 1934 and then worked as a Labourer. In April 1933 Bill enlisted in the Militia (Gunner; Service No:W00122) attached to 23 Heavy Battery.
Bill was a Hospital Attendant at Graylands Hospital on 15 March 1941 when he enlisted in the ACMF (Driver; Service No:W2373). He served with 44th Battalion and 124 Australian General Transport Coy, and was attached to 125 Australian General Transport Coy when he was Discharged in July 1946. Youngest brother Roy also served in WWII.
Bill and Muriel remained in Graylands WA where Bill worked as a Hospital Attendant and Male Nurse until his retirement. Bill died in 1982 and Muriel in 1993.
