Son of Thomas Henry Oakes and Florence Oakes nee Pitchford of Scott Street, Canterbury, Victoria.

On 11 August 1919 Richard married Mary Elizabeth Louise Bean in the Bedford Registry Office, England. Registrar William C. Toll officiated.

Commenced return to Australia on 27 March 1920  aboard HT Zealandia disembarking on 12 May 1920
