Vic was born in Hillston, New South Wales in 1909, youngest of two children of Frederick Carl Henkel (b1878 in Grafton, New South Wales) and Amelia (Millie) Teresa Foreman (b1880 in Clare, South Australia). Frederick worked as a Labourer in Bellingen, and on 20 April 1904 was sworn in as a Police Constable (No:8230). Frederick and Millie married in 1904, and lived in Broken Hill, Hillston and Sydney, where they raised their family and Frederick was a Police Constable.

Vic started work as a Labourer at Gold Ribbon Preserving Coy before serving a five year apprenticeship as a Cabinetmaker with Gibbs Bright & Coy. In 1936 he married Catherine (Kit) Antoinette Hennessy (b1910 in Sydney, New South Wales).
