Cecil was born in Brisbane QLD in 1909, eldest of four children of Arthur Frederick Hais (aka Hayes and Arthur Leslie Davis; b1891 in Allora, QLD) and his first wife Mabel Agnes Bury (b1890 in Brisbane, QLD). Cecil started work in Brisbane at thirteen years of age as an Office Boy with Hume Pipe Coy (Australia) Ltd, and in 1930 was their Rockhampton Factory Foreman. In Brisbane in 1931 Cecil married Jean Mabel Wright (b1911 in Forbes, New South Wales) - the couple lived in Mackay, where Cecil was a Concrete Moulder, before moving to Brisbane in 1936. Cecil was working as a Truck Driver for Wunderlich Ltd in 1942 when he enlisted in the RAAF.
