Son of George Oakley and Emily Maud Oakley of The Crescent, Taunton, Somerset, England.

Douglas served his three year butchery appenticeship with T.S. Bateman of Minehead, England.

Commenced return to Australia on 18 January 1919 aboard HT Ulysses disembarking on 4 March 1919 at Melbourne for onward travel to Sydney.

During 1923c Douglas married Laura J. Woodcock in Waratah, NSW.
