Frank was the third of nine children of Edmund Alfred Tutton (b1852 in Somerset, England) and Eliza Florence Clothier (b1858 in Somerset, England). Edmund (a Dairy Farmer) and Eliza married in 1879 in Somerset where they settled at Quatt Farm. 

Frank was a Milkman in 1902 when he enlisted with the Rifle Brigade (Private; Regimental No:8901) and served in South Africa (1902), Malta (1905) and Egypt (1909). With both parents dead, Frank was Head of the Household in 1911 and a Dairyman/Farmer. By 1913, Frank and brother Edwin were Farmers at Balingup. 

In September 1915 Frank enlisted in the AIF (Private; Service No:2461) with 28th Infantry Battalion. He served in France with 4th Division Signals (Sergeant) and was Discharged in June 1919.

Returning to Balingup, Frank was a Farmer in 1922 when he married Adelaide Isabella Scott (b1903 in Kirup WA). The couple settled at Brackendale Farm in Kirup where Frank was a Farmer. Frank served in the ACCMF from 1940 to 1945 (Sergeant; Service No:W28969).

In 1949 Frank was Post Master and Dean Mill, WA and in 1958 retired to Manjimup WA. Frank died in 1966 and Adelaide in 1971.
