Osborne was the fourth of ten children of Elijah Barker (b1851 in Norfolk, England) and his second wife Jane Hales (nee Allen; b1864 in Port Cygnet, Tasmania). Elijah immigrated in 1855, arriving in Launceston, Tasmania on board the Whirlwind. He was a Farmer (and Widower with two surviving children) in Penguin, Tasmania in 1887 when he married Jane (a Widow with one son). Elijah and Jane settled in Penguin to raise their family, and Elijah was a Farmer.

Osborne was a Farmer at Rocky Cape in 1916 when he enlisted in the AIF. He served as a Private (Service No:6238) with 12th Infantry Battalion and was WiA at Bullecourt, France in May 1917 - GSW to left shoulder. Following his Discharge in July 1918, Osborne was admitted to hospital in Australia for further treatment of his wounds.

In 1919 Osborne was a Farmer at Montumana when he married Florence Winnie Snoxall (b1899 in Beaconsfiled, Tasmania) in Launceston. Osborne died in 1921 and Florence in 1922, leaving their baby daughter to be raised by her maternal grandmother.
