Born in Albany WA in 1891, Tom was the third of four children (and only son) of Thomas Howard Snr (b1864 in NSW) and Ellen Leitham Blackburn (b1867 in Albany WA). Thomas (a Labourer)and Ellen married in 1888 in Albany WA. Following Thomas' death in the late 1890s, Ellen remarried and moved to Perth WA in the early 1900s.

Tom was working as a Labourer in Perth WA when he enlisted in the AIF in November 1915 (Private; Service No:3845). He was attached to 28th Battalion when he was 'left behind by his unit' in Egypt (National Archives Australia) and transferred to 51st Battalion. In September 1916 Tom was in France when he was transferred to 28th Infantry Battalion. Initially Tom was reported Missing on 10 November 1916, then confirmed as dead 'sometime between 3rd - 6th November' (National Archives Australia). Private Quill (Service No:4580) stated 'I knew him well, and saw him killed instantly at Flers on the 5th November 1916 when in front of our ist line trench' and Sergeant Farrelly (Service No:5300) stated 'I saw him killed at Waterlot Farm near the Sugar Factory, Barnefroy. I had been talking to him only a few minutes before' (Red Cross Wounded and Missing Files). Tom's effects were returned to his mother - two brushes and a razor.
