Son of Herman William Oelkers and Eva Bertha Oelkers nee Hawkins of James Street, opposite the School, Toowoomba, West Queensland. 

Commenced return to Australia on 30 January 1918 aboard HT Euripides disembarking on 21 March 1918 at Melbourne for onward travel to Brisbane

On 11 June 1938 Norman married Daphne Sara  Anderson in QLD.
