James was the eldest of four children of Thomas Hallinan (b1833 in County Clare, Ireland) and Sabina Diskin (b1847 in Galway, Ireland). Sabina arrived in 1864 in Victoria and Thomas (a Farm Labourer) arrived in 1855 on board the Simond. Thomas and Sabina married in 1876 in Duneed, Victoria.

James was a Labourer in Geelong, Victoria, where in 1911 he married Louisa (Gina) Georgina Searby (b1877 in Geelong, Victoria). By 1917 the family had relocated to Wollongong, NSW and James enlisted in the AIF in February 1918. He served (Trooper, Private; Service No:56982) with General Services Reinforcements (3rd NSW) and 14th Light Horse Regiment in Suez. James was Discharged in March 1919.

James and Louisa settled in Wollongong, where James was a Labourer. Sons Alfred (Leading Aircraftman; Service No:79524) and Royston (Lance Bombardier; Service No:N468260) served in WWII.

James died in 1952 and Gina in 1957.
