Son of Wylie Stephen Owen and Eliza Owen nee Harriman of Minmi Road, Plattsburg, Newcastle, NSW 

On 3 september 1917 Oliver married Elizabeth Cotter in Christ Church, Soulcoates, Kingston upon Hull, England. H.E. Heinekey officiated. Elizabeth died during 1930 at Wallsend, NSW.

Commenced return to Australia  on 6 May 1919 aboard Kaiser-i-Hind disembarking on 19 June 1919
