Thomas's parents were William Baxter and Mary Ebert. Thomas was the fourth eldest of eleven children. He attended Laceys Creek School from January 1898 to April 1898 and then went to Hell Hole School at Dayboro from May 1898 to March 1899. He was working as a labourer when he enlisted in Brisbane on 10 November 1915. He was killed in action 11 April 1917 aged 28 years. Thomas never married.
His parents are buried at Dayboro Cemetery
