Fred was the second of seven children of Peter Morgan (born 1860 in Cardiganshire, Wales) and Marianne Williams (born 1859 in Blaeneau Ghent, Wales). Peter was a Farm Servant when he immigrated to Cooktown, QLD on board the Almora in 1882. Peter and Marianne married in Rockhampton, QLD in 1884 and had moved to Charters Towers by 1888 when Fred was born. Peter worked as a Miner and Labourer in Charters Towers, where he died in 1921.

Fred was working as a Labourer in Charters Towers, QLD when he enlisted (at Marrickville in NSW) in the AIF in January 1916. He served as a Gunner (Service No:15586) with the 5th and 4th Field Artillery Brigades in France. Fred was Discharged in September 1919 and returned to Charters Towers in QLD.

Following his father's death in 1921, Fred moved with his mother to Booval in Ipswich, QLD where he worked as a Labourer until his death in 1959.
