Son of Thomas Oakley and Emma Sophia Oakley nee Ashton of Lava Street, Warrnambool, Victoria. Brother of Leslie Cecil Oakley who returned to Australia on returned to Australia on 29 February 1916 having served with the 4th Light Horse Regiment

His Cabinetmaking apprenticeship was served with E. B. Phillips of Warrnambool for six years.

Commenced return to Australia on 16 March 1919 as wounded aboard HS Czaritza then on 7 April 1919 at Alexandria he was transhipped to HS Dunluce Castle disembarking on 15 May 1919
