Eric was the second of four sons born to Civilla (Vaux) and Edward Beagley of Devon North, Victoria.
He attended Devon North Primary School and later, after his father's death in 1900, Won Wron Primary School. He is listed on the Honour Roll for both schools.
He joined the police force on 29th August 1912 but was discharged on 2nd November 1923 for refusing duty during the Police strike.
He later rejoined the force as he is listed as a police constable in later electoral rolls.
He married in 1915 and had four sons.
