William was born in 1890 at Galaquil, son of Thomas Sheldon Oram and Isabella Nimmo.

In 1909 he moved with his family to Foster.

Following his return to Australia in 1917 he joined the Permanent Military Forces.

He married Adela Eleanor Schurmann in 1922.

He served in the Permanent Forces until 1950.
