Fred Packer had emigrated to Australia in about 1914. When he enlisted, he stated he served 8 years in the Royal Navy and had purchased a discharge from the Navy before emigrating to Australia. He was posted to the 5th Division Artillery in France and was severely wounded on the 30 December 1916. He died of wounds on News Years Day 1917, in the 14th Corps Main Dressing Station and was buried nearby.

His brother 30270 Lance Corporal Harry Packer 2nd Battalion Royal Scots Fusiliers was killed in action in Belgium 29 April 1918, aged 24.

Another brother, 209272 Leading Seaman Leonard Frederick Packer Royal Navy, H.M.S. "Isonzo", drowned at sea 7 May 1918, aged 34 years.

They were the sons of William and Amanda Packer, of Wood Green, London.
