Phillip was born at Grafton in 1894, being the youngest son of Mr. A.W. Moore, and was educated at the Fort Street School. He joined the publishing department of the Sydney Morning Herald in 1913.
Enlisting in August, 1915, as a Private in the 11th reinforcements for the 3rd Battalion, he proceeded to Egypt, and thence to France, having, while in Egypt, been transferred to the 55th Battalion. He took part in the fighting on the Somme, at Frommelles and at Bapaume, where he was wounded in April 1917. After a period in hospital he rejoined his battalion in September, and was in the engagements at Polygon Wood and at Villers Bretonneux. He contracted trench fever at the end of June, 1918, and was invalided to England and then home to Australia.
