Charles was born at Long Gully, Bendigo to parents Charles William Flatt and Lucy Upcott (nee Rundell) Flatt and was one of 6 known siblings.

In December 1909 he along with sisters Ethel and Effie were reported as missing and he was later found at Southern Cross in 1910.

Charles would enlist in the 84th Infantry Battalion and on 9th March 1916 would enlist at Blackboy Hill going into the 10th A.L.H.R.

He would serve with the 1st ANZAC Camel battalion and be taken as prisoner of war by Turkey after receiving gun shot wound to the leg.

Charles returned to Australia on 13th April 1919 aboard the ship Nevasa and be discharged on 18th August 1919.

He would marry in 1922 at Boulder under the name of Charles Edwin Fraser to Muriel Ivy nee Brown.

Charles died age 80 years and is buried with his wife.
