James was the fifth of nine children of Jesse Hillier (born 1839 at Horsley in Gloucestershire, England) and his second wife Margaret Bates (born 1856 in Ireland). Jesse worked as a Labourer, bush carpenter and contractor, Squatter, Fisherman and Timbercutter. He and Margaret married in 1877 in Brisbane, QLD and raised their family at Humpy Bong in the Redcliffe District in QLD.

James was working as a Labourer at Goodna in QLD when he enlisted in the AIF in August 1915. He served as a Private (Service No:2389) with 25th Battalion 5th Reinforcements, 9th Infantry Battalion and 69th Infantry Battalion in Egypt and France and was Discharged in October 1919. Younger brother Joseph Herbert (Sergeant, Service No:1539) served with 5th Australian Pioneers and died of wounds on 31 August 1918 in France.

Returning from War, James worked as a Labourer around QLD - Bundaberg, Nambour, Mount Morgan, Chinchiila before retiring in Eidsvold in the Burnet Region in QLD. James died in 1954.
