He was the son of William Young Fullagar and his wife, Elizabeth.

He is remembered on the family grave at Chart Sutton, Kent.It appears that he had a brother, also born in Chart Sutton, who emigrated to Australia and who served with the AIF.

Chart Sutton is a civil parish and small village on the edge of the Weald of Kent, England It lies approximately 5 miles  to the south of Maidstone.
