Arthur was the fifth of eleven children of John James Maxwell (born 1845 in Brisbane, QLD) and Anne Abel (born 1844 in Hertfordshire, England. Anne arrived in 1856 on board the James Ternie, and she and Arthur married Ipswich, QLD in 1862.

Arthur, born in Maryborough, worked there as a Striker and Miner and in 1891 married Isabella Bain (born 1871 in Maryborough, QLD). They moved to Brisbane in 1909, and Arthur was a Labourer when he enlisted in the AIF in July 1915. He was a Private (Service No:1269) with A Coy 39th Infantry Battalion and was a Lance Corporal with 30th Infantry Battalion when he was Discharged in August 1916. Sons Charles Herbert (Stoker, Service No:2233); Arthur Reginald (Private, Service No:3357); and Victor Alexander (Private, Service No:3683) also served in WWI.

Arthur returned to Brisbane and worked as a Labourer. He died in 1946 and Isabella in 1957.
