 Stephen was born at Millel, near Mount Gambier in South Australia. His parents were Joseph Bowd his father having migrated to Australia in 1863, landing in Port Adelaide as a 21 year old, Agnes Thompson, his mother was born in Adelaide in 1844. They married at the "River Bank" in Adelaide in 1865.

The young couple moved to the Mount Gambier area in 1866, where they had eleven children of whom Stephen was the fifth. Stephen received a rudimentary education, attending the Mount Gambier Public School. During his formative years he became known for his horse riding skills and rode as an amateur in many professional races, including winning several steeplechases at Oakbank, South Australia.

Prior to his embarkation Stephen married Mina Parminter Wallace on the 17th of June 1916, Mina giving birth to a baby girl on the 20th of October 1916, whom they named Elizabeth. Sadly the young family were never to be reunited, with Stephen being killed in action on the 9th of June 1917.
