Born 1891 in Newcastle NSW to Arthur (a Master Butcher) and Eliza Garratt, Horace was one of six children. Arthur William Garratt (b1857 in Tasmania) and his first wife Eliza Ludford Coxon (b1859 in Adelaide, South Australia) married in Newcastle NSW in 1880. Following Eliza's death in 1897, William remarried and settled in Kurri Kurri NSW.

Horace commenced his teaching career with the NSW Government in 1913 at Old Bonalbo in the Northern Rivers Region of NSW. He enlisted in the AIF in June 1915 (Private; Service No:1928) and served in Egypt (Alexandria and the Gallipoli Penisular) with 20th Infantry Battalion, Anzac Police Corps and Anzac Provost Corps and was hospitalised with frost bite and mumps. In 1916 Horace embarked for England on board HT Tunisian and served with 18th Battalion C Coy and Australian Grave Services in France. Horace was Discharged in December 1921.

Returning to teaching, Horace was at Bilambil Public School in 1924 when he married Ellen Selina Elspeth Mills (b1901 in Wellington nr Dubbo, NSW). The couple married in Charlestown in Newcastle NSW and settled in Bilambil NSW where Horace was a Teacher at the Bilambil Public School. Following his retirement in 1952, Horace and Ellen relocated to Woy Woy NSW. Horace died in 1959 and Ellen in 1985.
